Striking at the League through Snapper Carr, the Key uses mind control to make the Justice League disband. Various villains rise up to take advantage of the League disbanding and are dealt with by the ex-Leaguers; at each encounter, the villains are defeated and try to draw the Leaguer's attention to other villains wearing Key costumes but the heroes cannot see them.When Hawkman and Hawkgirl prevent a robbery, only Hawkgirl - as a non-League member - can see the Key-men. She investigates and discoveres a psycho-chemical which Snapper had slipped into the League's drinks. One by one, the Hawks treat the other members who reform the League. They track down the Key and defeat him but, unknown to them, before he surrendered he managed to pull his "last and greates key trick" which, at issue's end, remains unknown.
