Namor, Silver Surfer and Hulk try to stall the United Nations forces long enough for Ikthon to study the weather-control device being tested. However, tempers run hot, and the soldiers on site refuse to have an open and rational discussion, instead resorting to violence and calling the Avengers in to stop the three living titans.
