Having found the Star Tsar to be Snapper Carr, the League confront their one time friend who responds by calling his minions to attack. In the confusion, the Star Tsar and his team escape, forcing the League to call in the entire membership and split up, one team to follow the energy trail the Tsar left behind, the other to check Snapper's recent history for leads.Following the energy trail, the League find themselves at the mercy of their old enemy The Key who had struck a bargain with the Tsar to supply him with weapons.Meanwhile, the rest of the League find Snapper's sister who tells them how Snapper felt lost after the League deserted him and fights them before escaping to a nearby tower. The League follows and enters only to find the Tsar telling them to flee before another Tsar appears and uses a ray gun to knock them out. The second Tsar then blackmails the President.The Tsar and the League wake to find themselves captives of the Key before escaping. Red Tornado deduces that the second Tsar was actually the Privateer who, despite his claims of wanting to join the League, was still a Manhunter at heart.
